Dolores Ramos is a judge and Colombian judicial representative who murdered Lisa Winokur. In the process of incinerating her remains, she unknowingly caused an explosion that killed four other people in the next room. However, she'd get away with it in the United States due to her diplomatic immunity though she'd be charged in Columbia. As Alex Radziwill pointed out, the Columbian Attorney General would make sure she'd go to prison where the cartels would have her murdered. As a result, she instead waived her diplomatic immunity so she could get a fair trial for her crimes in the United States.
