Garrett Delaney was an ex-FBI agent who was killed by Max Keenan. He was one of the members of an FBI task force who went corrupt after taking money from the criminals they were supposed to be catching.
Delaney left the FBI in 1992 and became the head of security for a lobbyist on K Street. In one of the rooms in his apartment, he had been storing pictures of Russ he took for Robert Kirby who intended to kill him to lure Max out of hiding.
When Max shot him in the head with a .22 Caliber gun, he shoved a Colombus coin in his mouth along with a page from Gus Harper's journal, hung him like a scarecrow, cut his chest open, and incinerated his corpse.
